Financial Secretary Paul Chan stated in The 2023-24 Budget that Microelectronics is the core technology in high-tech and information industries. The Government will support the establishment of a Microelectronics Research and Development Institute to promote microelectronics development in Hong Kong, aiming to make it a leading organisation for supporting microelectronics development in the Asia-Pacific region. The Institute will be tasked with strengthening collaboration with universities, R&D centres and the industry and expediting the "1 to N" transformation of technological outcomes. This will help pool together Mainland and overseas talents in relevant fields and strengthen the nurturing of local R&D talents, thereby further enhancing the I&T ecosystem.

Chief Executive John Lee announced in the 2023 Policy Address the establishment of the Microelectronics Research and Development Institute in 2024, with the aim of leading and promoting collaboration among universities, research centers and the industry to research third-generation semiconductor core technologies, utilising the well-established manufacturing industry supply chain and vast market of the Greater Bay Area.

Professor Sun Dong, Secretary for Innovation, Technology and Industry, attended a meeting of the Legislative Council Panel on Commerce, Industry, Innovation and Technology to introduce the establishment of the "Hong Kong Microelectronics Research and Development Institute."

In the government's financial budget for the 2024-25 fiscal year, Financial Secretary Paul Chan pointed out that to seize the potential of the vast market and align with the country's technology development strategy, the government is actively promoting microelectronics research and development. The Hong Kong Microelectronics Research and Development Institute will be established this year (2024) to lead and promote collaboration between universities, research centers, and the industry in the research and development of third-generation semiconductors, leveraging the well-established manufacturing industry supply chain of the Greater Bay Area to implement research outcomes.

The Finance Committee of the Legislative Council convened a meeting today (17 May 2024) and approved a new commitment of HK$2.8384 billion under the "Innovation and Technology Fund" to establish and operate the "Hong Kong Microelectronics Research and Development Institute," as well as approved a HK$10 billion allocation to implement the "Advanced Manufacturing Technology Acceleration Scheme."
